Landlord Schedule G, Historically Low Rent Minimums

Historically low rent (HLR) refers to a rent that was significantly below market rate at the start of rent control. To qualify for an HLR increase, a unit must have had a 1980 rent ceiling and a current rent ceiling below certain minimums. These minimums are based on the number of bedrooms in the unit and are shown in the table below.

Application for Fee Waiver, Part B

The table below shows qualifying gross monthly income levels by household size, which are the same as the qualifying gross monthly income levels for waivers of California court fees and costs. For each additional person beyond eight household members, add $916.67.

Petition to Determine Owner/Relative Move-In or Ellis Act Relocation Assistance

Relocation Assistance Amounts

The 2026 standard and additional relocation assistance amounts are shown below:

  • Standard: $19,413
  • Additional: $6,471

Claim Regarding Additional Relocation Payment

Tenant households that qualify as low-income; include disabled, elderly tenants, or minor children; or tenancies that began prior to January 1, 1999 are eligible for the additional relocation assistance payment. A household is considered “low-income” if the annual income is less than the income levels shown in the table below.
